Onshore wind power is the production technology with the lowest development cost in Norway, and Norway features some of the world's best wind resources. Continued onshore wind power development will therefore be important to meet the expected increase in Norwegian and European power consumption.

Status and potential for onshore wind power in Norway

With the increasing interest in renewable energy, onshore wind power has become a central part of the debate about transitioning to more sustainable energy sources. Norway, with its diverse natural environment and stable wind resources, finds itself in a favorable position to harness the potential of onshore wind power.

Current status

In 2019, the government chose to halt the licensing process for new onshore wind power projects. This decision came in response to growing concern related to environmental impact, conflicts with local communities, and the aesthetic values of the landscape. After a period of debate and thorough policy review, the government decided to reopen the licensing process in 2023.

According to the Norwegian Water Resources and Energy Directorate (NVE), 64 Norwegian wind power facilities, consisting of a total of 1170 turbines, generate a combined power production of 15,4 TWh. However, the natural potential for wind power in Norway is far higher than this.

What is needed?

Despite the maturity of wind power technology and the availability of financing, lack of support from local communities can pose a hindrance. Local acceptance is therefore crucial for Norway to harness its enormous potential for wind power and thus realize a sustainable and profitable energy future.

The licensing process for onshore wind power projects

If the wind power plant is to have an installed capacity of more than 1 MW, the development must undergo licensing procedures according to the Energy Act. Wind farms with up to 1 MW and a maximum of five turbines are currently processed under the Planning and Building Act.
